Third countries – UE, (intermittently 1995 – 2008): Monitoring of EC projects (19) in various sectors including regional support programmes for Research, vocational training and tertiary education. Consulting for private sector development projects (mainly eco-tourism and maritime sectors). Evaluation of calls for proposals (ERDF and Social funds). Identification and Evaluation of EC programmes (Development Aid and ERDF).
Brussels, Europe-Aid, Unit C/1 (Jun 04 – Jul 07): Geographic coordinator for the South Pacific region. Planning, financial management and policy-coordination at all stages of the Project Cycle Management, in collaboration with DG Dev, Legal Service, DG Budg, sector policy DGs and EC Delegations. Finance & Contracts “trouble shooter”: review and advice on implementing regulations and administrative procedures in consultation with relevant services. Follow up of the Economic Partnership Agreements. Portfolio of responsibilities included Regional Programming, ACP islands States and Overseas and Countries Territories (OCT).
Brussels – Vanuatu – Ghana (Jun 99 – Jul 03): 20Meuros-all ACP matching grant scheme for innovative SMEs (EBAS). Project manager at PMU in Brussels (1999-2000), Director of EBAS regional office for the Pacific region (2001-2003), Chargé de mission for the closing of the programme in Western Africa (2003). Training in Project Cycle Management and EDF contractual procedures provided. Contribution to the elaboration of information, contractual and financial management tools and checklists. About 100 internal audit missions carried out or launched. 1150 expertise missions contracted out in all sectors of activities including Services (40%) and Industry (40%) on behalf of SMEs and Intermediary Organisations (10% of requests).
Brussels (Apr. 1997 – Jun 1999): Under the ERDF Structural Funds, chargé de mission in the Technical Assistance Office “Territorial Employment Pacts”. Public-Private Partnership for the creation of innovative and sustainable economic activities in various domains including environment, information society, clusters, social services, etc. Budgetary and operational management of the tools for the promotion and the dissemination of best practices.
Brussels (Fev 94 – Fev 95): Expert at DG IB (North-South Economic Relations). Medinvest (Decentralized cooperation for the development of innovative SMEs in the ex-MEDA zone): implementation of component A) SMEs cooperation tools, et B) Centers of Services for SME. Selection of projects and contractual and financial management of the calls for proposals. Organisation of audit missions at payment stages.
Brussels (Oct 91 - Dec 1993): Expert at EC – DG XXIII SMEs. Management of Commerce 2000, 5-Meuro pilot program aimed at encouraging cooperation between SMEs through the use of NTIC (15 projects supported). Promotion, selection, contractual and financial management of the call for proposals and of related audits at payment and closing stages.
Brussels (Oct 1989 – Jun 1991): Chargé de mission at the European Business and Innovation Centers (EBICs) network aiming at promoting the creation and development of high-added value activities through complete range of professional support services (housing, ateliers, technical advice, training, technology transfer, access to finance, etc.). In charge of the training programme for senior managers and executives (60 EBICs): programming, budgeting, recruiting of experts, contracting, organization of training workshops, evaluation, technical and financial reporting to DG Regional Policy.
